BULATS અંગ્રેજી ભાષા શીખવા માટે નો એક કોર્ષ છે. આ કોર્ષ કરનારને કેમ્બ્રિજ યુનિવર્સીટી (Cambridge University)  નું પ્રમાણપત્ર મળે છે. આ કોર્ષ કરનારને બીઝનેસ ઇંગલીશ નો પરીચય મળે છે. આ સર્ટીફીકેટ આંતરરાષ્ટ્રીય યુનિવર્સીટી પ્રમાણિત છે. જો  તમે સરકારી નોકરી અથવા શૈક્ષણિક ક્ષેત્રે નોકરી મેળવવા માંગો છો તો આ પ્રમાણપત્ર ખુબજ અગત્યનું છે. આ કોર્ષ વિષે ની વધુ માહિતી નીચે મુજબ છે.

આ કોર્ષ ગુજરાત સરકાર શ્રી ના નેતૃત્વ હેઠળ ચાલવામાં આવે છે. આ કોર્ષ માં વિદ્યાર્થીઓને એક બૂક અને બે સીડી આપવામાં આવશે.

આ કોર્ષ ની ફી 1600 + 14.42 % S.T. = Rs. 1835 રૂપિયા છે, આ ફી ૧લિ જુન ૨૦૧૫ સુધી રેહશે તે પછી 1800 + 15.00 % S.T. = Rs. 2100 રૂપિયા રેહશે.

આ પરીક્ષા IELTS & TOEFL જેવી છે. કોઈ IELTS & TOEFL ની તયારી કરતા હોઈ તો તે આ પરીક્ષા Mock Test તરીકે આપી શકે છે.

આ કોર્ષ માં 6 લેવલ માં પ્રમાણપત્ર આપવા માં આવે છે. જો તમને 1 થી 19 Marks આવે તો તમને A1 નું પ્રમાણપત્ર મળે છે. જો તમને 20 થી 39 Marks આવે તો તમને A2 નું પ્રમાણપત્ર મળે છે. જો તમને 40 થી 59 Marks આવે તો તમને B1 નું પ્રમાણપત્ર મળે છે. જો તમને 60 થી 74 Marks આવે તો તમને B2 નું પ્રમાણપત્ર મળે છે. જો તમને 75 થી 89 Marks આવે તો તમને C1 નું પ્રમાણપત્ર મળે છે. જો તમને 90 થી 100 Marks આવે તો તમને C2 નું પ્રમાણપત્ર મળે છે.

આ પરીક્ષા ઈસોલ (ESOL - English Speaker of Other Languages) ના ધારા ધોરણ હેઠળ લેવાઈ છે. આ એક પરીક્ષા આપી આપ ઉપર દર્શાવેલા Marks મેળવી ને C2 લેવલ સુધી સર્ટીફીકેટ મેળવી શકો છો.

ગુજરાત રાજય અનેકક્ષેત્રે પ્રગતિ કરી રહ્યું છે. જેમાં શિક્ષણ, રોજગારી, ઉદ્યોગ, વેપાર-વાણીજય, સામાજીક જેવા અનેક ક્ષેત્રોનો સમાવેશ કરી શકાય. ગુજરાતનું યુવાધન વધુ સશકત બનીને દેશ અને પરદેશમાં પોતાની ભૂમિકા ભજવી રહ્યું છે. આમ છતાં તેનો પુરતો લાભ તમામ યુવાનો મેળવી શકતા નથી. તેની પાછળ ઘણાં કારણો હોઈ શકે. જેમાંનું એક કારણ પ્રત્યાયન કૌશલ્ય (Communication Skills) છે. આજે અંગ્રેજી ભાષા આંતરરાષ્ટ્રીય ભાષા બની ચુકી છે. ત્યારે રાષ્ટ્રીય કે આંતરરાષ્ટ્રીય રીતે કોઇપણ પ્રકારની ભૂમિકા ભજવવા અંગ્રેજીભાષા પર પ્રભુત્વ મેળવવું જરૂરી બની રહે છે. આમ પણ ગુજરાતના વિદ્યાર્થી માટે એક કલંક છે જ કે. “ગુજરાતનો વિદ્યાર્થી અંગ્રેજીમાં ખુબજ પાછળ છે.” આ કલંકને ભૂસવા અને દેશમાં જ નહિ પણ દુનિયામાં ગુજરાતનો દરેક વ્યક્તિ પોતાની ભૂમિકા ભજવવા સક્ષમ બની શકે તે માટે સ્કોપ (SCOPE – Society for Creation of Opportunity through Proficiency in English) જેવા કાર્યક્રમની જરૂર હતી અને તે જરૂરીયાત ગુજરાત સરકારે પૂર્ણ કરી છે.

Prime Minister Narendra Modi may have pushed for use of Hindi language on social media but few know that as Gujarat Chief Minister, he ensured that government officials at all levels become proficient in English. Modi oversaw implementation of Society for Creation of Opportunity through Proficiency in English (SCOPE) project wherein lakhs of government employees and citizens were provided English language training to improve their efficiency. Encouraged with Gujarat government's push for English language training, Vadodara head of SCOPE Rajesh Nambiar is now aiming to implement the project across the country. Nambiar has sought an appointment with Modi. "I have sought an appointment with Prime Minister Modi. He had encouraged the use of English language in Gujarat through SCOPE. We have trained lakhs of citizens and government employees and it has benefited them in English language immensely. It also helps in increasing the scope of job opportunities. I want to give a presentation to Modi about implementing the project in other states," Nambiar told TOI.

"If SCOPE project is implemented across the country, lakhs of central government employees will benefit from it. I hope the Prime Minister approves the project. There is a wrong perception that Modi is against the use of English. If he was against it he wouldn't have introduced SCOPE in Gujarat. He understands the importance of English as a global language and how it can work to the advantage of the government," Nambiar said.
